Procurement and Logistics Officer

About Seed Effect Uganda
It’s a Christ-centered, non-profit Economic and Spiritual development organization registered in Uganda under the National Non-Governmental Organization Bureau. Our mission is to plant the seeds that overcome poverty by providing access to economic empowerment, education, and spiritual discipleship among marginalized communities in Uganda and beyond.

ROLE PURPOSE:

The Procurement and Logistics Officer will manage all procurement and logistics functions to support Seed Effect Uganda’s programs. The role includes ensuring efficient and transparent procurement processes, effective supply chain management, and logistical coordination while maintaining organizational and donor policy compliance.

Key Responsibilities:

Procurement Management

  • Implement and oversee Seed Effect Uganda’s procurement policies and procedures to ensure compliance with donor and organizational standards.

  • Prepare and manage procurement plans in line with project timelines and budgets.

  • Source and evaluate suppliers, ensuring quality, reliability, and cost-effectiveness.

  • Solicit bids/quotations, conduct bid analyses, and prepare procurement documentation for approval.

  • Negotiate contracts, agreements, and service-level terms with vendors and service providers.

  • Maintain accurate procurement records, including vendor contracts, purchase orders, and delivery receipts.

  • Ensure all procurement activities adhere to ethical standards and promote transparency.

Logistics and Supply Chain Management

    • Oversee goods storage, distribution, and tracking, including inventory and asset management.

    • Ensure the timely delivery of goods and services to project sites and offices.

    • Coordinate transporting and distributing materials, supplies, and equipment to field locations.

    • Develop and maintain a logistics tracking system to monitor shipments, deliveries, and inventory levels.

    • Ensure compliance with customs and import/export regulations for goods received from international vendors.

    Asset Management

    • Maintain an updated inventory of all organizational assets, including vehicles, motorbikes, and office equipment.

    • Oversee the regular maintenance, repair, and tracking of Seed Effect Uganda’s assets to ensure operational efficiency.

    • Conducted periodic physical asset audits and prepared reports for management.

    Fleet Management

    • Manage and coordinate the organization’s fleet of vehicles and motorbikes, ensuring safety and efficiency.

    • Monitor vehicle usage, fuel consumption, and driver logs to ensure policy compliance.

    • Schedule regular maintenance and ensure all vehicles and motorbikes are insured and roadworthy.

    • Train drivers and riders on safety measures and ensure compliance with road safety regulations.

     Compliance and Reporting

    • Ensure all procurement and logistics activities comply with Seed Effect’s internal controls and donor requirements.

    • Prepare periodic procurement and logistics reports for management and donors, including cost analysis and efficiency evaluations.

    • Monitor risks associated with procurement and logistics activities and propose mitigation measures.

     Vendor and Stakeholder Relations

    • Build positive relationships with suppliers, vendors, and service providers.

    • Monitor vendor performance and ensure adherence to contractual obligations.

    • Act as the main point of contact for procurement-related inquiries from internal and external stakeholders.

    Emergency Preparedness

    • Develop contingency plans to address logistical challenges during emergencies or peak activity periods.

    • Coordinate the procurement and delivery of emergency supplies during project crises.

    Spiritual

    • Model your personal life to reflect Christian values and biblical principles both within and outside Seed Effect premises.

    • Attend daily morning devotions to learn God’s word and deepen your relationship with him.

    •  Participate in leading morning devotions, sharing the word of God, and conducting prayers whenever called upon.

    •  Maintain a focus on Jesus Christ in everything you do at Seed Effect Uganda.

    Personal Specifications:

    • Personal confession of faith in Jesus Christ and a passionate commitment to Seed Effect’s mission to serve as a holistic tool to live out the Great Commission alongside the Great Commandment as we empower the poor to know and follow Christ, plug into the local church, and overcome physical poverty

    • Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, Logistics, or a related field.

    • Professional certification in procurement and supply chain management (e.g., CIPS, CPSM) is an added advantage.

    • At least 3 years of experience in procurement and logistics, preferably in a nonprofit or faith-based organization.

    • Proven experience working with donor-funded projects and knowledge of donor compliance requirements.

    • Experience managing supply chains in remote and challenging locations is an added advantage.

    • Proficiency in procurement and inventory management software.

    • Strong knowledge of procurement regulations and logistics best practices.

    • Understanding Uganda’s tax laws, import/export requirements, and supply chain landscape.

    • Advanced computer skills, particularly in Microsoft Excel, Word, and PowerPoint.

    • Integrity: Uphold the highest ethical standards in procurement and logistics activities.

    • Attention to Detail: Ensure documentation, tracking, and reporting accuracy.

    • Analytical Skills: Evaluate procurement options and logistical challenges to make informed decisions.

    • Communication: Strong interpersonal and negotiation skills to interact effectively with suppliers and stakeholders.

    • Problem-solving: Proactively identify and address challenges in procurement and logistics processes.

    • Faith Alignment: Commitment to Seed Effect’s mission and values and the ability to work in a faith-based environment.
