About Walter
Mr. Mwaka Walter is the current Head of Operations for Seed Effect Uganda.
Walter hails from Northern Uganda in Gulu City and he was born as the 5th child in a modest family of 9 siblings (4 boys and 5 girls), 8 of whom are still alive and living in Northern Uganda. The family at one time suffered the ravage of the LRA war, where Walter as a child then and 5 of his siblings together with his mother were abducted by the Lord’s Resistance Army from Gulu and only got released by the grace of God after two weeks of living in captivity. He is married to his lovely wife Ataro Colline Mwaka and together they have three children (All girls, aged between 6 and 13).
Prior to joining Seed Effect Uganda, he had worked for Ayuda en Accion International as the Regional Program Manager for West-Nile and Acholi sub-regions, where he was responsible for providing the overall direction to all Ayuda en Accion programs in the greater Northern Uganda and providing leadership to 5 implementing partners (CESVI, CEFORD, Jesuit Refugee Service (JRS), PALM Corps and Global Aim in delivering humanitarian assistance to the vulnerable communities of the region.
Walter holds three Master’s Degrees in the fields of an MA in Development Studies, an MSc in Finance and Management, an MA in Development and Emergency Practice, and a Post-Graduate Diploma in Monitoring and Evaluation. He is a well-seasoned humanitarian and development worker with over 15 years of experience managing projects among internally displaced communities in northern Uganda due to the LRA war and the current refugee crisis in the region, he previously worked with organizations such as World Vision Uganda, Danish Refugee Council, HANDLE Uganda, Uganda Refugee, and Disaster Management Council, and Ayuda en Accion International.
Walter is also a highly driven individual with organizational leadership and management capacity and a strong capacity for managing, motivating, training, and developing a successful and productive team in a highly pressurized and challenging work environment. He has a strong ability for project conceptualization, research skills/consulting, project development, implementation, monitoring, and evaluation of multi-sectoral programs within specific contexts. Throughout his career, Walter has worked with projects supported by different donors such as USAID, OFDA, DfID, UNICEF, UNHCR, FAO, CIDA, ECHO, WFP, World Vision, OXFAM, and managing relief/development operations based on sphere standards and DO NO HARM principles.
